Skokie murder victim ID’d as man recently in federal custody, records show

The Cook County Medical Examiner’s Office has identified the man who was found fatally shot in Skokie last month as 31-year-old Rami Jalal Naisan. 

Skokie police responded around 11:07 p.m. on Aug. 11 to the 7400 block of McCormick Boulevard for a report of a person shot in the area, The Record previously reported. 

On scene, officers located a man, now identified as Naisan, near the intersection of Howard Street and McCormick Boulevard with multiple gunshot wounds, a press release from the Skokie Police Department says. He reportedly was treated and transported to an area hospital where he later died.

Natalia Dervyanny, a spokesperson for the medical examiner’s office, confirmed the homicide victim was Naisan, a Skokie resident in the 9300 block of Lockwood Avenue.

His cause of death was a gunshot to the neck, Derevyanny wrote in an email.

“A preliminary investigation into the circumstances of this incident indicates that it was not a random act,” Skokie police said after the shooting. “There is no known threat to the public.”

Public court records show Naisan incurred a number of criminal charges over 12 years and pleaded guilty in June 2022 to committing a home invasion with a firearm in Evanston.

As part of an apparent plea deal, Naisan was sentenced to eight years in prison with more than two years already served, and the state dropped two counts of residential burglary, one count of armed robbery and another count of home invasion with a firearm.

The state court records appear to align with an October 2025 press release from the U.S. Department of Homeland Security that says an individual named Rami Jalal Naisan with multiple past convictions was in an Indiana detention center after violating parole in January 2025.

It is unclear when or how he left the Indiana facility.

According to other case records, Naisan pleaded guilty in 2014 to theft and pleaded guilty in 2022 to felony possession of a weapon, driving under the influence and driving on a revoked license.

The fatal shooting of Naisan marks Skokie’s second homicide of the year after a 21-year-old Skokie man was fatally shot outside his home in May. As previously reported, police recovered a vehicle reportedly tied to that murder but have not announced any arrests.
